Bulgartransgaz EAD has successfully finalized the most important public procurement related to implementation of the Vertical Gas Corridor concept, namely for Spatial planning, investment design, procurement of the necessary materials and equipment, construction and commissioning of new sites for expansion of the gas transmission infrastructure of Bulgartransgaz EAD. The open procedure under the Public Procurement Act aims to increase the capacities at interconnection points Kulata/Sidirokastro and Negru Voda/Kardam and is carried out in compliance with a decision of the National Assembly of 14 March 2024 regarding the initiative of the gas transmission operators of Bulgaria, Greece, Romania, Hungary, Slovakia, Ukraine and Moldova for a Vertical Corridor.
The public procurement is in three lots with a total estimated value of BGN 586 669 410,00 (five hundred and eighty-six million six hundred and sixty-nine thousand four hundred and ten), VAT excluded and follows the applicable Bulgarian and European legislation.
The Committee appointed by the Contracting authority examined participants’ compliance with the requirements of the Contracting authority specified in the documentation for participation in the open procedure and ranked first:
- for site "Looping from Kulata to Kresna", subject to lot No. 1, the participant DZZD HILL INTERNATIONAL - GBS 1 and proposed the same as a contractor under the lot;
- for site "Gas transmission pipeline from Piperevo to Pernik", subject to lot No. 2, the participant DZZD NEGRU VODA KARDAM 2024 and proposed the same as a contractor under the lot;
- for site "Looping from Rupcha to Vetrino", subject to lot No. 3, the participant DZZD HILL INTERNATIONAL - GBS 3 and proposed the same as a contractor under the lot.
The decision on Contractor's selection was published on 20.05.2024 in CAIS EOP at https://app.eop.bg/today/356680.
For each lot, tenders were submitted by three associations and after examining their compliance, all three tenders were admitted. Contractor's selection was carried out by applying the indicators of the Methodology for comprehensive evaluation in the participation documentation, and the selected consortium under each lot has made the most economically advantageous offer according to the previously announced award criterion "optimal quality/price ratio".
The price offered by the participant DZZD HILL INTERNATIONAL - GBS 1 for implementation of the procurement subject under lot No. 1 is in the amount of 131 777 777.00 (one hundred thirty one million seven hundred seventy seven thousand seven hundred seventy seven) BGN, excluding VAT.
The price proposed by the participant DZZD NEGRU VODA KARDAM 2024 for implementation of the procurement subject under lot No. 2 is in the amount of BGN 99,976,450.00 (ninety-nine million nine hundred seventy-six thousand four hundred and fifty), without VAT.
The price offered by the participant DZZD HILL INTERNATIONAL - GBS 3 for execution of the procurement subject under lot No. 3 is in the amount of BGN 353,222,222.00 (three hundred and fifty-three million two hundred and twenty-two thousand two hundred and twenty-two) without VAT.
All three prices offered are within the estimated value for the respective lot.
DZZD HILL INTERNATIONAL - GBS 1 is an association of two foreign and three Bulgarian companies, whose members are: HILL International N.V., USA, GLAVBOLGARSTROY AD, Bulgaria, GLAVBOLGARSTROY INTERNATIONAL AD, Bulgaria, GBS Energy Solutions EAD, Bulgaria and GBS Technologies Inc., USA. The subcontractors declared by the association are: CRC-Evans B.V., Emerson Automation Solutions, Honeywell and Ensol VM.
DZZD NEGRU VODA KARDAM 2024 is an association of two foreign and one Bulgarian company, whose members are DIVICOM INC, USA, HABAU S.R.L., Romania and SA.I.E. EOOD, Bulgaria. The subcontractors declared by the association are: Ensol VM and Chimkomplekt Engineering.
DZZD HILL INTERNATIONAL - GBS 3 is an association of two foreign and three Bulgarian companies, whose members are: HILL International N.V., USA, GLAVBOLGARSTROY AD, Bulgaria, GLAVBOLGARSTROY INTERNATIONAL AD, Bulgaria, GBS Energy Solutions EAD, Bulgaria and GBS Technologies Inc., USA. The subcontractors declared by the association are: CRC - Evans, Emerson Automation Solutions, Honeywell and Ensol VM.
