Bulgartransgaz EAD announced on 1 February 2019an open public procurement award procedure for „Procurement, construction and commissioning of „Replacement of transmission (main) gas pipeline in the section PF Beglej – VA Dermantsi – VA Batultsi – VA Kalugerovo”, Constriction site: Stage 1 – „Transmission gas pipeline from PF Beglej to VA Dermantsi““; Stage 2 - „Transmission gas pipeline from VA Dermantsi“ to  VA Batultsi“ and Stage 4 - „PF Beglej“.

The main types of works, included in the public procurement subject, are as follows:

  • Procurement of materials and equipment;
  • Construction and installation works;
  • Activities involving the acceptance and commissioning of the construction sites.


The estimated value of the public procurement totals to BGN 67 480 000, VAT excluded.

The most economically advantageous tender shall be determined based on the selected award criterion „best value for money“ in line with indicators, including term of implementation, quality indicators, linked with the organization of the implementation and price offered.

The project activities are financed under the Connecting Europe Facility (CEF).

On 23 January 2019 CEF Coordination Committee decided to award more than EUR 27 million. A Grant Agreement between Bulgartransgaz EAD as Beneficiary and the Innovation and Networks Executive Agency (INEA) will be entered into following a decision of the European Commission. 

The project for rehabilitation, modernization and expansion of the Bulgarian gas transmission network envisages implementation of construction and procurement of materials and equipment for replacement (rehabilitation) of two sections of the Northern semi-ring of about 81 km total length. These activities are part of the second phase of project "Rehabilitation, modernization and expansion of the Bulgarian gas transmission system" included in the list of projects of common interest (PCI) of the European Commission. Due to its strategic importance, in 2015 it was designated as one of the seven priority projects of the Central and South Eastern Europe Gas Connectivity Initiative (CESEC). Some of the project activities,  included in the announced public procurement, involve replacement of a section of DN 700 main gas pipeline from PF Beglej to VA Batultsi of 45 km length.

The project "Rehabilitation, modernization and expansion of the Bulgarian gas transmission system" is part of the concept of establishing the Balkan gas distribution hub. Improvement of the network technical parameters in our country will contribute to gas infrastructure development in the region.

The deadline for submission of tenders for participation in the open procedure is by March 11, 2019.
