By its decision, Bulgartransgaz EAD terminates the open procedure under the Public Procurement Act for Investment design, procurement of the necessary materials and equipment, drilling of exploitation wells at Chiren UGS, construction of the adjacent gatherings to the new CS Chiren and their commissioning. The statutory 10-day period on appeal of the decision for termination of the public procurement before the Commission for Protection of Competition began on October 13, 2026.
Two tenders have been received: from OIL AND GAS EXPLORATION AND PRODUCTION PLC. and from DZZD HOUSTON CHIREN 2026 (with participants in the association Interconnecta Ltd., Sofia; Habau S.R.L., Ploiești, Romania and Foraj Sonde S.A., Videle, Romania).
Following tenders' verification for compliance with the requirements of the contracting authority laid down in the documentation, as well as of compliance of the participants with the requirements to the personal status and the selection criteria, only one participant - OIL AND GAS EXPLORATION AND PRODUCTION PLC. was admitted to the tenders’ evaluation procedure and opening of price offers. The other participant - DZZD HOUSTON CHIREN 2026 was excluded from the procedure and was not admitted to examination of the technical proposal.
It is recalled that the estimated value of the public procurement is EUR 55,972,144.82 (excluding VAT), comprising of:
- an estimated value of EUR 27,986,072.41 (excluding VAT) for implementation of the activities under Stage Well E-76, Stage Well E-77 and Stage Well E-79;
- an estimated value of EUR 27,986,072.41 (excluding VAT) for implementation of three other stages (exploitation wells determined between wells Е-74, Е-75, Е-78, Е-80, Е-81, Е-82 and Е-83 of Chiren UGS) - option.
The total price proposed by OIL AND GAS EXPLORATION AND PRODUCTION PLC. for execution of stages Well E-76, Well E-77 and Well E-79 is 21.37% higher than the estimated value for this part of procurement activities. The price proposed by the same participant for the envisaged option is 17.75% higher than the determined estimated value of the option, calculated based on the three lowest prices proposed for execution of stages (wells) E-74, E-75, E-78, E-80, E-81, E-82, and E-83 of Chiren UGS.
After examining the results of the carried out procedure and in view of the project's strategic importance to the region and its high public significance, Bulgartransgaz EAD Management Board decided to terminate the public procurement procedure and to prepare a comprehensive financial and technical analysis regarding performance of the activities related to implementation of Chiren UGS Expansion - wells project. The engagement of external experts to prepare the relevant opinions is also envisaged for execution of these actions.
